Request for Proposal Prevention Management Information System

Request for Proposal (RFP) Prevention Management Information System - The Washington State Health Care Authority (HCA) has issued a competitive solicitation in order to assist the Division of Behavioral Health and Recovery (DBHR) of HCA in obtaining a five year contract for the development of a Management Information System (MIS) to support prevention services. This system is also known as Minerva. Minerva is used to capture each agency’s prevention plan and monitor their progress and impact. Washington State does this by abiding by an evidence-based, best-practices prevention structure where a data-driven needs assessment determines the appropriate prevention programs and develops strategic implementation plans for substance use prevention, suicide prevention and mental health promotion.

HCA currently contracts for an MIS system, which is expiring on June 30, 2021. The intended competitive solicitation has been posted on Washington’s Electronic Business Solution website when available. The RFP is due October 20, 2020.

Over the course of the next year, Minerva will remain active and be accessible to all users. DBHR will make every effort to fully support the field through this process. Our primary focus at DBHR will remain in expanding the reach and impact of prevention services and mental health promotion in the Washington state. We intend to support our providers through this process though we do not anticipate any disruption in services.
