Transition & Re-Entry Services using the Healing to Hope (H2H) Credible Messengers Mentoring Model
The State of Washington, Department of Children, Youth, and Families (DCYF), is initiating this Request for Proposals (RFP) to seek qualified Contractor(s) to advance three priority areas in juvenile justice system improvements. The priority areas have been determined by the Washington State Partnership Council on Juvenile Justice (WA-PCJJ) as part of the Office of Juvenile Justice and Delinquency Prevention Title II Action Grants allocation process.
DCYF will potentially award one contract for each of the priority areas for the following projects:

Youth Advisory Committee Coordination
- RFP NO. 26-DCYF-OJJ-103
- $140,000
Responders must be a:
a. Washington State non-profit community-based organization, or
b. LLC, licensed to do business in the State of Washington
The RFP will be posted on or about May 1, 2026, and responses are due by July 28, 2026. On the date indicated, DCYF will post the RFP, Sample Contract, and any attachments and amendments relating to the RFP, on Washington’s Electronic Business Solutions (WEBS). WEBS can be accessed at: https://fortress.wa.gov/ga/webs/.
All Responders must register as a vendor on WEBS, using an appropriate commodities code (952-43 & 952-95) listed in the RFP, and must download the RFP and any attachments from WEBS. This should be done as soon as possible to ensure the responder receives notifications automatically generated on WEBS.
