Thurston County's Public Health and Social Services (PHSS) Department is hiring an Education and Outreach Specialist I This position will coordinate and support a community substance abuse prevention coalition in Tumwater, WA to prevent youth from using alcohol and other drugs as part of the Community Prevention & Wellness Initiative (CPWI). This position will also participate in additional prevention efforts in the community. Responsibilities include utilization of technical knowledge and skills in the implementation, revision, and coordination of programs with well-developed priorities, objectives, and procedures. Conducts strategic planning efforts to build community engagement in prevention activities and supports implementation of awareness, direct services, and environmental approaches towards the accomplishment of the CPWI program and youth substance use prevention objectives.

Specific duties may include, but would not be limited to the following:  

  • Provides consultation to school administrators, community partners, etc., on revising/improving already established programs and curriculum. Conducts education seminars, workshops, “training the trainer” sessions in a group or individual setting. 
  • Develops specific strategies to identify and reach target groups to promote health or environmental participation and awareness. Uses social marketing and behavior change theory to develop specific strategies to identify and reach target groups to promote participation and awareness.
  • Analyzes and interprets technical information and assists in developing new programs targeted to effectively reach appropriate audiences.
  • Conducts research and identifies emerging and changing issues impacting program and makes recommendations to management for improvements. Evaluates programs and makes recommendations based on those evaluations.
  • Gathers, catalogues, and tracks program-supporting information. Analyzes program effectiveness and identifies methods to improve programs and build public awareness. Ensures entry of data for reporting program efforts and results.
  • Develops, reviews, updates and revises informational and educational brochures. May oversee graphic design and production of materials. Develops materials for and assembles components of media campaigns targeted toward appropriate audiences. Evaluates the effectiveness of program information materials and methods and makes suggestions for modification.
  • Implements, revises, coordinates and evaluates outreach plans. Researches and drafts policies and procedures and contributes to preparation of grant proposals.
  • Collaboratively works as a team member with others to ensure program effectiveness.
  • Coordinates activities and efforts to maximize program success in the community.
  • Recruits, trains, mentors, and supervises volunteers and interns.
  • Assists with budget development for various programs.
