Prevention Redesign Initative - Local Community Coalitions
DBHR began implementing PRI in 2011 by redirecting funding to better target and leverage limited prevention resources to higher-need communities. Our goal is to support proven strategies that will have a long-term, positive impact on families and others in their communities. PRI is being implemented through active partnerships with counties, Educational Service Districts (ESDs), local school districts, and the Office of the Superintendent of Public Instruction. Bellingham, WA—Shuksan Community Network
Bellingham is the seat of Whatcom County and currently possesses a population of approximately 90,000 residents. The Shuksan Community Network in conjunction with The Whatcom Prevention Coalition (WPC) has a history of providing targeted efforts in Bellingham, and they will provide ongoing leadership, experience, and resources to support strategies designed for the community. Their mission is: “To build safe and healthy communities by providing leadership, promoting prevention, and building partnerships that mobilize youth, families, and neighborhoods to reduce substance abuse and other destructive behaviors among youth and the broader community.”

Central Seattle, WA— Central Seattle Drug Free Communities Coalition (CSDFCC)
Central Seattle, also referred to as the Central Area or Central District, is located east of downtown Seattle within the central core of the city. Historically, this is one of the most racially and ethnically diverse neighborhoods of Seattle. Central Seattle Drug Free Communities Coalition (CSDFCC) was founded in 2008 upon Seattle Public Schools being awarded a federal Drug Free Communities grant. Their mission is: “To unite the community in an effort to create a safe community free of alcohol, drugs and violence.”

Darrington, WA—Darrington Prevention Intervention Community Coalition
With a population of approximately 1,400, Darrington, WA is a small, close-knit rural timber town with a country atmosphere and a beautiful, scenic natural environment. Founded in 2011 as part of the Prevention Redesign Initiative (PRI), the Darrington Prevention Intervention Community Coalition views their human capital as their greatest asset, describing their neighbors as resilient, generous and dynamic people who want to be involved. Their mission is: “To serve Darrington by overcoming substance abuse with courage and compassion.”

Ferndale, WA—Ferndale Prevention Redesign Initiative
Ferndale, population nearly 13,000, is located north of Bellingham and just 20 minutes from the Canadian border. The Ferndale Prevention Redesign Initiative in conjunction with the Whatcom Prevention Coalition (WPC) has a history of providing targeted efforts in Ferndale, and they will provide ongoing leadership, experience, and resources to support strategies designed for the community. Franklin Pierce, WA—Franklin Pierce YOUTH FIRST! (FPYF)
The Franklin Pierce community lies entirely within unincorporated Pierce County covering approximately 30 square miles. It is known by residents to encompass the Parkland, Summit, and Midland communities. Founded in 2001, Franklin Pierce YOUTH FIRST! (FPYF) partners with the Franklin Pierce School District to achieve positive results within its vast, multicultural community. Their mission is: “To mobilize community members and resources to support families and provide an environment in which youth grow up physically and emotionally healthy, safe, and alcohol & drug free.”

Long Beach, WA—WellSpring Community Network
The Long Beach Peninsula, combined population 9,719, lies along the Pacific coast of southwest Washington and includes the Ocean Beach School District. Formed in 2005, the WellSpring Community Network is a grass roots organization dedicated to promoting physical, emotional, spiritual, and mental wellness in South Pacific County. Their mission is: “Through advocacy, awareness, and action, we will create a community culture that strengthens families, reduces substance use, and promotes physical, mental, spiritual, and emotional wellness.”

North Everett, WA—North Everett Community Coalition
North Everett is a culturally, ethnically, and socioeconomically diverse community that stakeholders describe as an area where something big, free, and fun is always happening. The North Everett Community Coalition describes itself as the catalyst to intentionally create a thriving, drug-free community for our youth. Omak, WA—Okanogan County Community Coalition
Located in the heart of Okanogan County, Omak is a small, rural, agricultural community in north central Washington with a population of roughly 5,000. The Okanogan County Community Coalition has a volunteer base of over 50 community members who work to prevent substance abuse and violence in our community. Their mission is: “To effectively address the problems of youth substance abuse and violence in our community by promoting: collaboration, cooperation, communication, commitment, and cultural competency.”

Orting, WA—Orting Standing Together on Prevention (OSTOP)
The community of Orting, population 6,746, lies in the scenic foothills of Mt. Rainier. Founded in 2007, Orting Standing Together on Prevention (OSTOP) is a collaborative network of individuals and organizations that possess a deep commitment to the health and welfare of students and a passion in working to reduce substance abuse in Orting and Greater Pierce County. Their mission is: “To educate and mobilize the community in reducing substance abuse among our youth, so they may thrive and reach their full potential in a safe and healthy environment.”

Othello, WA—People Against Illegal Drugs (PAID)
The greater Othello community, population 5,847, lies in the heart of the Columbia Basin in eastern Washington state. The coalition People Against Illegal Drugs (PAID) was established in 1985 with a focus on the prevention of alcohol, tobacco, and other drug use through the promotion of positive choices for youth. Their mission is: “To organize a coalition of parents, students, educators, and other concerned community organizations and individuals, for the purpose of developing an awareness of the drug problem in Othello, and create a drug and alcohol free environment for our youth.”

Port Townsend, WA—Port Townsend Coalition
The community of Port Townsend, population 9,055 and located just 40 miles northwest of Seattle, prides itself on its historic charm and stunning natural setting. The Port Townsend Coalition, in collaboration with the Jefferson County Community Network (JCCN), is a prevention advocacy organization that brings parents, schools, agencies, and community groups together to work on preventing youth substance abuse and child abuse/neglect. Their mission is: “We work to promote healthy children, healthy families and a healthy community.”

Rainier, WA, population 1,794, is a rural community in Thurston County that boasts a rich history and a promising future. Tenino, WA—Tenino/Bucoda Community Coalition
Tenino, WA, population 1,535, describes itself as “The Heart of South Thurston County.” The Tenino/Bucoda Community Coalition collaborates with other local organizations, including Thurston TOGETHER!, to work towards the goal of reducing violence and substance abuse while improving academic performance. Vancouver, WA—Substance Free Youth (SFY)
The city of Vancouver, nestled between the Pacific Ocean and the Cascade Mountains is the fourth largest city in Washington with a population of 65,674. The Substance Free Youth coalition was established in 2011 as part of the Washington State Prevention Redesign Initiative (PRI). The coalition focuses on reducing substance abuse among youth by mobilizing sectors within their community around the common goal of positive community change.

Vashon Island, WA— Vashon Alliance to Reduce Substance Abuse (VARSA)
Vashon Island, population 10,624, is a rural community located in southern Puget Sound in Western Washington, southwest of Seattle and north of Tacoma. The Vashon Alliance to Reduce Substance Abuse (VARSA) was established in 2009 but can trace its beginnings as substance abuse prevention coalition back to 1994. Their mission is: “To respond to issues affecting the community, such as substance abuse, and work with community members in establishing an environment that creates a better quality of life.”

Washougal, WA—Washougal Community Coalition
Washougal, WA, population 13,807, is located at the west entrance of the Columbia River Gorge and known as “The Gateway to the Gorge.” The Washougal Community Coalition was established in 2012 as part of the Washington State Prevention Redesign Initiative (PRI). The coalition focuses on reducing youth substance abuse through a partnership with the Washougal School District and its community partners.

Wenatchee, WA—Wenatchee TOGETHER!
The community of Wenatchee, population 29,320, is a rapidly growing, multicultural community located in north-central Washington. Its coalition, TOGETHER! has been active since 1990, becoming a SPF-SIG community in 2004 and a PRI Cohort 1 community in 2011. Their mission is: “To prevent youth substance abuse by encouraging and supporting responsible student choices, a safe school environment, family involvement and community commitment.”

White Swan, WA—White Swan Arts & Recreation Community Coalition
White Swan is a small unincorporated community on the Yakama Indian Reservation in south central Washington with approximately 4,500 people that live in the Mt. Adams School District. The mission of the White Swan Arts & Recreation Community Coalition is: “We will live out the vision by honoring the voices of the community and by being advocates for communication and education. Our actions will consistently promote positive change for all creation; by establishing community collaboration to prevent and reduce substance abuse, by addressing the factors in the community that increase risk of substance abuse and by promoting factors that minimize the risk of substance abuse.”
